Sampling at berth: what inspection tells a buyer

A quality certificate is only as good as the sample behind it. When a cargo is disputed at discharge, the argument almost never concerns the laboratory result itself — it concerns whether the sample that produced it genuinely represented what was loaded.

Representative means continuous

Bulk cargo is not homogeneous. Moisture, foreign matter and damaged grain vary between the start and end of loading and between one hold and another. A sample drawn once, or drawn only where access is convenient, will not describe the parcel. Continuous sampling across the loading operation, composited under supervision, is what makes a certificate defensible.

This is also why the timing of inspection matters commercially. An inspector who arrives after loading has begun cannot certify what went into the first holds, and any figure issued afterwards carries an obvious weakness if the cargo is later contested.

Retention and chain of custody

Sealed retention samples, held by the inspection body for an agreed period, are the mechanism that resolves a disagreement without litigation. They only work if the seals are documented, the storage conditions are stated, and both parties agree in advance who may call for a re-test and on what basis.

• Sampling method and frequency named in the contract, not left to local practice.
• Inspector appointed and present before the first hold is worked.
• Composite samples sealed and numbered, with retention period agreed by both parties.
• A stated procedure for re-testing, including which laboratory is binding.

By the time a cargo is at the discharge berth, the quality of your evidence is already fixed. Nothing can be added retrospectively.

Buyers sometimes read these requirements as friction. In practice they are the cheapest insurance in the transaction, and suppliers who volunteer them tend to be the ones who have nothing to hide.
